Prebuild for Wall Street

With Shorin-Ryu set to complete its bank in 8 turns, we'll soon have 5 banks in our great nation, just enough for Wall Street! The question, of course, is where to start a prebuild for it (or whether or not we should build it at all, I suppose, but it seems WS has pretty strong support behind it)?

The Choices...

Fanatikku - 11 turns. One of our top producing cities.
Zojoji - 9 turns. Another of our top producers, however the recent demand for a strong navy (which Zojoji is helping to build) may preclude this choice.
Shorin-Ryu - 18 turns (needs to finish its bank). Another top producer, however it needs to finish its own bank before it can start on Wall Street.
Immo - 12 turns. Another strong producer.
En'Gha - 10 turns. Currently building a colosseum it doesn't need, thus it has a lot of shields invested already.
Regent Town - 17 turns. A border town that is currently in a culture showdown with the Babylon city of Ellipi
Osgiliath - 19 turns. Another border town, this one on the Zulu border (the Culture Ministry considers Zulu culture as less of a threat to our cities than Babylon culture).

Builød it in Fanatikku, it is a disgrace that there are no wonders in our Capital. Stop that Samurai build, we do not need more troops now, and get a Wall Street out of it.

En'gha doesn't have anything useful to build except Colosseum which even isn't needed now but it is good investments for the future. Fanatikku doesn't have Cathedral and Bank - these are also 2 great improvements. I think it would be better to allow En'gha to build Wall Street, and Fanatikku to build Bank so we can get bonus gpt. You can never have enough gold..
Zojoji is needed for navy, Shorin will become top commerce producer when it finishes the Bank... Odawara is also sitting useless unless we start building Forbidden Palace there (we should tho), and we really don't need more troops or workers.

I can see no better option than building a small wonder that gives us an extra fifty gold per turn forever*. This isn't one of your 600 shield wonders, it's an easy build that still isn't benefiting our nation.
