I have a problem. I hope someone knows the solution.
I play with the minoan. I have all of Crete and some tiny islands. When I discovered powder, I wanted to update all my ancient units. I could do it on Crete, but it was impossible for all tiny islands !!!!
All my cities have ports and the map is totally uncovered. So all my cities have the requested ressource. I checked it.
I also have enough money.
Do you know what is the problem ?
