I really don't want to behave toward him how I was with that other guy, but when he goes and says that after exams he will be spot on - and then does this - it is really, really hard to reign it in.

As you should recall @Spirictum, at least for this game, the main reason for having a partner is so that person can do the other player's turn when they cannot do it for themselves. Thus Snowfall should be doing your turn for you if and when you cannot. Please have her do so in the future so we can avoid further delays.
She should also be able to do your Conservative game turns, as the turns are still quite simple in that game as well. Please have her do so. Thanks.
