Question on dealing with HDTV Overscan in CIV IV

So I have my (modest sized) HDTV hooked up as monitor in Windows 7 with a GeForce 7600 GS. I had been using a VGA cable before the switch to windows 7 to avoid overscan problems. I have been lured into attaching a DVI-HDMI cable with the promise of better overscan correction in NVIDIA's Windows 7 drivers. On the desktop, overscan correction is now great, but it doesn't carry through to CIV. Is there any way to scale the image to ~95% within CIV IV or otherwise to take the display settings from the desktop? Perhaps operating in a maximised window? Does anyone know any threads on this?

you could force a resolution in the civilizationIV.ini
or (probably better) could run the game in windowed mode
