Your game will score higher (albeit a minimal increase in score) with 10-11 citizens than with 10.0 citizens.One small addition to this question. When you're in the Industrial Age and have rails, your cities are often close to their maximum size. If placed close together, they may not have enough food to get quite to maximum, but have just a single extra food.
For example, a size 10 city with some irrigated, railed grassland and 21 fpt. That one extra food will cause it to grow to 11, yet it may not have that 22nd food to support the 11th citizen, who will then starve. This cycle can repeat over and over again. One way of stopping that growth/starvation cycle is to leave 1 irrigated grassland tile unrailed.![]()
