Civ 4 hasn't been released on DVD. If you have an illegal copy, you can't exactly complain if it doesn't work.

When I try to play a scenario I created, how do I set the difficulty level?
I want the AI to be random, but because of this the skill option is greyed out.

I hope you get an answer, because I have the same problem and can't seem to get it fixed. I tried farming everything in site to no avail.

Are you using slave labor to rush build things?

Have you removed all of the workers from the tiles to use as specialists?

If you've got food coming in, you should have a decent population.

I don't think anyone will be able to figure out the answer unless you post a saved game showing the problem.
 
Question: A city can at most build two national wonders. Does the initial palace that you start with in your first city count as one of these wonders?

Let's say my starting city is on a great spot for a GP farm. I want to build the Globe Theater and the National Epic there to help my GP farm. Can I do that since the palace was auto-built there? Or do I have to move the palace?

You are correct. That's always been a wierdity of Civ, your opponent can be attacking with tanks and stealth bombers but the Great Wall will give you a defensive bonus until YOU get to cannons.

No, it doesn't seem to count towards your two national wonders limit. Good question though

Every time I have tried all the options are red.

Either they don't like you or you have nothing they want that badly.

pick 0 or ask and you're good to go.

That is correct, but it is rather expensive. The annoying thing is that you can't rush the national wonders and 1 or 2 world wonders, it's just kind of inconsistant it seems like.
 
Question:

I want to try out the 'permanent alliance' diplomacy option to see how it works. But it doesn't even come up as an option on the diplomacy screen. Even though I discovered Fascism centuries ago.

I've even gifted the friendliest civilizations all the technologies they need to get to fascism and I have defensive pact with them.

I would have expected the option to at least appear (maybe as a red 'we don't like you enough' type). But it is not even on the list.

How do I get one? Are they any good?

Actually, typing it I have just realised something! This is only a MP option. Of course it makes sense! I thought it was a weird feature to have otherwise.

Am I right!?

I always seem to have too much money for my own good. Even in this game I have 0% devoted to gold and I'm still earning 300 every turn! I have to spend it!

I've only had it since Christmas and working my way up through the difficulty levels. This is my second game and both have been tooooooooooooo easy so far! I expected it to be harder than this. But there are a lot of levels to go.

Another question: A reasonably good functioning city in Civ4 seems to reach a popualtion in the low 20's. In Civ3 they used to get up to 40! Are the populations supposed to be smaller or am I making the wrong improvements to my surrounding terrain?
 
no your not you need to enable permenant alliance on the start screen

i will explain it again

my city was at level 9 and all of sudden my citties droped to level 1 and it may be the government or religion type or casue i have alot of my wondes in the city.

also how do i post a saved file?
