This may sound like a silly question but I am playing a vanilla game and while getting some info on my rivals with a spy I noticed that the Germans are producing several SS parts and yet no one has completed the Apollo program. In my screens I am unable to build the components because Apollo has not been completed - is this a bug or am I missing something?
Are you sure that the Germans haven't completed it? Each civ has to complete their own version of it in order to start building spaceship parts.

Positive. As a matter of fact they are in the process if building it. I sent the spy with the intention of destroying the progress until I seen the cost!!!! They are building the Apollo project at the same time as 2 space components...

That sounds odd. Can you post a file save?

Small question about forest preserve+national park. Lets say I have L.A. with forest preserve+national park. Will my second city San Francisco get free specialists from preserved forests if 1) L.A. and San Francisco have same border(neighbors) 2) they don't have the border(are far away from each other)
 
Only the city that has the national park gets free specialists.

I am unsure if it matters if the tiles are under the city's 'possession'. (due to shared BFC with another city you own, or a rival civilization).
 
If a Master has vassals can he became a Vassal? And if he does what happens to his Vassals? Stay the same? Or...?
 
Imagine you declare war to your vassal's vassal. This mean your vassal will declare war against you, and since you need to side with your vassal, then you have to declare war on yourself. Conclusion: the universe self destructs.
 
^ Permanent vassals? Not that I know of, but you shouldn't be losing your vassals, and if the AI loses its vassals all the better, right?

Yea. As for the first I am losing vassal.. They seemed to leave me after every 10 turns( most of time) even tho my civ is superior

No, because it's California, and all the forests would've burned down.

Those are voluntary vassals, once the deal expires they can cancel it.

Though if you gain a vassal through war... capitulation... they won't be able to cancel the deal too easily, if ever. And neither will you.
