Terminology misunderstanding here.
Worker units 'improve' tiles by building cottages/farms/mines etc on them, they do not 'work' them to gain yield.

The working of tiles is done by the population in your city at a rate of 1 pop point per tile. Equally they could instead become specialists, so your 4 pop could be arranged as 4 tile workers or 2 tile workers and 2 specialists.

Happiness is a significant factor here however, if the unhappiness in your city exceeds the happiness then the difference between unhappy and happy citizens becomes unable to do anything.
As an example, a city with 5 pop and 4 happiness and 5 unhappiness would have 4 pop points you could direct to work, and one that is useless until you get more happiness.

More workers will result in more worthwhile tiles being worked. Ideally, you don't want a city's citizens to be assigned to unimproved tiles. The yields (food, production, commerce) are greater from improved tiles. You need to have just enough workers to stay ahead of population growth, so an improved tile is available for each new citizen to tend. A good rule of thumb is to have a ratio of 1.5 workers to cities--so if you have 6 cities, you should have at least 9 workers. But that ratio may need to vary depending upon the map and game situation; if you have a lot of jungle to clear, for example, you'll need more workers.

DO NOT automate workers. The AI does not plan ahead; it makes decisions on what is going on at the moment. It is, therefore, not good at prioritizing. The AI also is not programmed to understand and implement specialized cities, which require specific and, generally, consistent tile improvements around a city to optimize its ability to fulfill the purpose you've chosen for it. Instead of getting as many cottages as possible around a commerce city, for example, or as many farms as possible around a specialist city, automated workers will give you a mixture of the two, watering down the city's ability to achieve its specialization.

Three other things that will help you out immensely, they did for me about 3 years ago when I first started.

1) Look in Sisiutil's signature, there is a link to his Beginners guide, download it, print it, and you'll have a great understanding of the mechanics of the game. He also has links to other guides and resources there that you will find invaluable.

2) Click on a members name and search the threads that they have started or participated in, you will find a goldmine of threads and articles. Ghpstage is a good one to start with (as is Sis) and you'll find others as you dig through threads.

3) Go to the War Academy and look through the articles. You will find a huge abundance of knowledge there that will come in very handy.

That, I find, is the problem with all Civ style games after about Civ2.

It took me a while to figure out how to even make a competent empire, let alone beat the game. Even now, I avoid the strategy guides and academies like the plague.

Yes, you learn faster on how to beat the game, but I feel that it takes something from the game. Part of the game is figuring out how things work together, and getting it told to you... spoils it.

No, I went through a similar experience with Civ 4, discovering how to play the game on my own. Eventually, though, I hit a wall and couldn't get any better at playing until I started reading & participating in several threads here, reading some guides, etc. So, basically, at about the point where my enjoyment of the game could have given way to annoyance, I turned to other sources for guidance.

I can't say that I have fallen into that group.

I was wondering if there is a way to re-start a game (play from beginning) of a map from a multiplayer mid-game save. Any idea would be appreciated.

EDIT OK so Civ hates me so I can't test atm.. just use WB to make it only a 2-til isle and one of them a mountain and another one tile.
 
When you bribe someone to make peace with another civ, does it give them a 10 turn peace treaty or a cease fire?

I am trying to stop Rome capitulating to Shaka, and bribed Shaka to make peace, but he just declared again the next turn. I could do it again, but each time it would mean giving him more techs. Is it supposed to happen like this?


edit: Shaka has since ignored a 10 turn peace treaty with me which should only be possible with an AP resolution, so my game/map is buggy.
 
How do you control/change passive espionage, to allow you to see other civilization's city screens?
If you're talking BtS, you need to build up enough espionage points versus your target to make the city screens visible. Be warned, that usually requires a lot of EPs.

Pre-BtS, you need to build Scotland Yard, build spies, and send one into the foreign city you want to peek at.
 
In multiplayer you can't use WB anyway
 
But you can't use World Builder in Multiplayer anyway, so it's a moot point.
