I ask because I've already won a time victory, and it's 2200, and I spent time building about 150 nukes, but seeing all but 20 of them shot down is quite annoying. My grand plan of nuke-then roll over with mech infintary failed before it started :\
It seems that the AI has build the SDI in one of its cities. After the construction of the SDI, each nuke has only a 1/4 chance to get through this missile defence system. So if you launch 150 nukes, you would expect about 37 hits, 20 seems extraordinary bad luck.
The only thing that I could think of is the following. You look carefully at each of the AI's cities and try to find in which city the SDI has been build (it should be visible in the city graphic). You could also use spies to locate the city as spies allow you to take a look at what is inside an enemy city. When you have located the SDI, you think up a major invasion plan that takes out the SDI-city and in the turn that you take out that city, you launch the nuclear strike. Now every nuke will hit.
Note that cities can also have bomb shelters against nuclear attacks that reduce the damage that a nuke inflicts. There's nothing that you can do against that.
Nukes destroy tile improvements and can cause fallout in the tile they hit and the 8 surrounding tiles. This means that hitting open terrain can also hurt the cities as the surrounding land is destroyed. With enough of the land polluted, cities will barely function.
After this nuclear holocaust of yours, the world will change in one big desert. The game is programmed to start global warming when nukes are launched and when you launch that many then global warming will be terrible.
