If the city has never reached size 2 in its history, then it will autoraze. If not, you will get the choice, even if it currently is at size 1.

culture, if they have expanded borders you get to capture. If not autoraze, unless it has native pop. At size 1 I mean.

Go to Creation & Customization/Scenarios. Start a tread explaining your .biq and give credit where due. Click on "Go Advanced", click on paper clip icon. Upload labeled .biq. ( note: you may have to wait till your have more posts on the forum [25?]).
In Win7/8 you can use the "send to" function with a right click, iirc. You could also download a free zip app like WinRAR or WinZip or many others.

ok first lemme warn you i understand little about computers but have a lil natural knack for figuring them out but im by far not a modder tech savvy genius or anything close lol, so please explain and walk me through in dummy terms cause i will need it. here is my issue...
i have civ 3 complete downloaded from steam, after 4 hours of trial and error and many uninstalls and clean starts i finally taught myself to install a mod (Balancer reloaded and patches up to v1.06) it starts and progresses fine but i am getting a error message that says file not found and lists Art\Units\Elven Warrior\..\SwordsmanFortify.wav or something similar there may or may not be a space between elven and warrior and it may be swordman not swordsman cant recall and while trying to fix with what i thought i understood the ooooolllld foorums said about it i managed to delete my game. anyway i noticed these are very common errors with a bunch of posts about them but they are all old and i dont understand what to do.. lil help please in solving the issue would be great i dont care if we gotta get on the phone and walk me through it lol i love this game and am dying to play this mod as i never got the chance till now. thanks all

one last thought/update i just downloaded the v1.06 update and not sure if the problem still exists but still want the info to fix and any similar mods that are complete and bug free. i have win8 on a hp envy 20 touchsmart pc if that helps any other than that i know next to nothing about the comp

Ok been playing now with the v1.06 patch for balancer reloaded got the file not found again it now reads Art\Units\Kensai\..\Swordsman\SwordmanFortify.wav the fixes ive read dont seem to work. the latest fix i read said go to balancer file find swordman and change to blank on who can use them with all swordman units but there is no swordman file in balancer only in base game (downloaded from steam) and i see nowhere to edit who can use. aka i have no clue what im doing. if there a fix for this id really love some help and if there are better mods that would be great. want the vast units and huge maps similar to what balancer offers.

The best place to get help for mods is on the creation forum. Of the many mods I tried over the years, nearly all still had a few errors. Most are due to finger checks in the names of a file and some were the file is truly missing.
Missing files can be dealt with by copying a similar file and rename it to the missing one. This means some units would be duplicated with different names. Depending on which file is missing.
Common error is the Civilopedia to be missing or typed wrong.
Best mod around is the CCM and it is pretty clean, with few issues. Make sure the mod is for your version and things are in the proper folders. Good luck.
