The Barricade must be inside your cultural border to have your movement not affected.
Thank you for the answer. What I do is to click all the air units (after the right click popup menu comes up) which leaves the unmoved units active. I think it is one of the most powerfull wonders in the game. Possibly the bigest effect it has is that captured cities start producing culture straight away. It is great to have your cultural borders expand while you are at war, and it can help with culture flips as well.
