Marble increases the production of wonders by 10% Do they have to be a worked tile in one of your cities or can it be gifted? Also, any other resources have any 'latent bonuses' like this?

Is there any way to generate a new map in civ5 without starting a whole new game?
I'd like to try some special tactics, but I'd like to choose my start a little more than usual for those games

Is there any way of having Always War/Peace ?
few questions here. When I got civ 5 i struggled to beat anything harder then prince for the first few games because i failed to realise the importance of city states and just ignored them. Once i grasped the huge impact they had i was soon beating emperor every time. I then struggled with immortal a few times and now am regularly beating immortal except for doomed games. Basically there are set ups where you are right next to them and you find before you have built your first worker your under attack from 5 warriors and well theres no hope there no matter how good you are.
So heres my questions anyway,
1.
have I achieved anything good at all I mean I seen enough people saying how easy it is so is everyone beating immortal and me just a noob or is this something impressive?
is there a major difference between immortal and deity guess I am going to find out soon just i didn't notice much difference between king and emperor difficulties but did notice a large difference between immortal and emperor.
2.
has there been a patch update in the last few days or something. basically i noticed the ai never launches an invasion over sea so in my last game i was horrified when the ottoman empire got a settler onto my land and i declared to kill it because did not want them settling. Did not think anything would happen until they horrified me by not only sending a large invasion force over sea but decided to go round the long direction instead of the near side to catch me of guard. fortunately a small tank and artillery general assisted human controlled army is superior to a large riflemen artillery non general assisted ai controlled army.
This was in my last game and was the first and only time i have ever witnessed the computer ai launch an invasion over sea. it was harder to defend then it sounds because they were also backed by several destroyers and I had not built any navy, so hit and run tactics with tanks and art kept in citys.
is this due to an update or was this just a unique freak occurrence?
