I have read about new Empire Size modificator, but it is still not entirely clear. How is it calculated and how it works?
Empire Size: +5% per city (excluding the capital), +1% per four citizens in non-puppet cities, scaling with map size (less on larger maps). The modifier only updates in a city when its population changes (not counting instant pop rewards).Empire Size Modifier affects how all the unhappiness needs are calculated via a modifier. Any non-capital city will suffer from this. The larger your empire (through cities not population), the more of an Empire Size modifier you will incur.

The result is that Venice can't build some terrain-locked wonders any more, nor build more than 1 guilds of each (all in Venice), and can never improve a captured religion.

Sadly no, you'll have to put horse units in your production queue of venice behind a process or something.In my current game, playing as Venice, my puppets started to build agribusiness dwindling down my horse resources. Is there a way to prohibit certain buildings from being built?
