Is there a way to prevent vassal from doing hostile actions against lord like citadel-stealing land or stealing techs?
 
Which actions can level up a spy? Only stealing a tech and killing an enemy spy? Or stealing a great work, too?
If u want to level spy - the best way to use it as diplomat. Also it will grant u some bonus relations points if u will share intrigues. Spy will level up very very quickly.
 
i have seen actually many combos, that can lvl up your spy. with spy itself you have to be really lucky thought. You can get lvled just for stealling some yields above some ,,average'' number, killing GP points or disrupt wonder will lvl up him for sure, some combination off advanced action and catching intrique also lvl up him, but as spy he will catch intrique rarelly. worst choice is sending him to cs for rigging, since he will never lvl up.

I think it depends on relationship between two AI and their trait. What I can gauge is the warmonger repercussion when taking city though it has no number, only extremely upset, quite upset etc. Suppose that you take civ A capital while civ B is not in love of civ A already. Taking civ A city (or even capital) sometimes give little warmonger penalty if civ B is also tolerate warmongering. On the other hand, Peaceful trait of another civ will net you something like 200 warmonger penalty.

It's rare for me when taking a capital, other civ feeling threatened so that I got less than 50 warmonger penalty but my current Byzantium game give me that situation.
 
In vanilla, the number of cities the victim had before you captured a city affected the warmonger penalty. I'm assuming that that's still the case in VP and that it applies to capitals as well (but I also assume there's a special penalty for taking capitals).

AI warmonger part of algo modifiers(from AI side):
Increase penalty if we don't like the attacker
Decrease if we don't like the defender
1/5 penalty if I'm also at war with conquered civ
Reduced penalties for religious friends
Increased penalties for religious enemies
Are the conqueror and I of the same ideology? We overlook war on our ideological opponents
Are the conqueror and I of different ideologies? We shall not overlook this (especially if they're fighting an ideological ally)!
Is the conquered player embargoed (i.e. sanctioned)? If so, half warmonger penalties against this civ
Relations should matter. If we're friends, we should be a bit more understanding of war (unless, of course, you war on other friends of ours)
Proximity should matter.

Also there are some modifiers in start of algo(like vassals, met civ, cooperated war, etc)
Penalty for city calculates from cities population(base), economic strength(modifier),capital(modifier),was city reconquered(modifier),number of cities remained(after conquer),number of cities on the map(total for all).

As a follow-up, what do the repercussions previews mean numerically? Sometimes I’m told that the other civs “will be extremely upset,” but my relations with them drop only a few points, if at all.

Their attitude goes into red, meaning they wish you bad. Unless your army keeps them from trying, they will probably attack you. If they don't attack, they will denounce, won't give fair trades, and will try to ruin you through the world congress. Maybe bribe someone else into attacking you.
 
i have had Austria afraid in actuall version. she was somewhat behind because of Russia raids.

edit: i have to say, that for the first time ever i am playing this mod, Ahmad Mansur appeared in diplo negotiation and told me, that i have done nothing for this world. interresting. we both have diferent ideologies, but we are still in aliance, or we have been when he told me this. that was really surprising and it is really beautifull refresh aside those crying statements.
 
Has the "afraid" AI status been gutted? I haven't seen one afraid AI in my games.
It still exists, but it is very unlikely to have it happen. Since if they hate you too much, they will not be afraid (and will mostly behave in a suicidal way), and if you have a DoF, they should not be afraid of you.
 
@Blue Ghost Hello. I have something to ask you. I don't remember which thread but you said something along the line of "playing on the level between King-Emperor". Would you like to share that modified level with me? I felt Emperor is too much for me to handle but I also went too smooth on King level except when being surrounded in three separate war-front. Which file I need to modify those difficulty level? What kind of value I need to change? Is there any uh.. I think it's quite vague but, programming needed? Thanks in advance.
