Is there any way to steal City-State tiles except of using Great Generals if i do not want this city for myself?

What if occupy this city, reassign this tiles in favor of your neighbor city and then free/abandon/surrender this City-State? Will this tiles remain yours?

I'm playing Civ 5 VP 3.7.7 solo. I have 2 questions about Decolonization and city states.

In my current game as Napoleon, Pedro II wanted to enact Decolonization. It made sense as I was allied with the majority of city-states.

Picture 1 you can see me throwing my 39 Nay on the vote.
Picture 2 the next turn, my votes fail to appear, do you know why? (Not that my 39 Nay would have made a difference, but still it feels like rigged democracy).
Pictures 3 & 4 even stranger, everybody is back at 50 influence with the city-states exept... me, who is back at 130 points... So it appears that I'm allied with every city-state after all... I couldn't find the origin of this influence (wonder, policy, combination of some sort...). Does anybody know what's happening?

Considering the absence of your votes, it happened to me and I think that's a bug. If you have a save from the turn prior, please open an issue on Github (don't forget to mention other mods)
Considering second point... Where you building stadium at the same time ? Stadium gives +20 influence towards all CS, so 130 influence might well be 4 stadium build at the same time.
 
That's it! Spot on, I was fast-building stadiums all over my empire. Wow, the stadium bonus becomes super powerful when coupled with this resolution. I will post the other bug on Github, thanks for the advice.

Your vote just don't fit (does have no space) in the screen.

Actually this is a real bug, not just an UI one. I had the same, and I loose a resolution due to my votes not counting (I had enough votes to pass what I wanted).
 
Were you also playing with that many civs?
 
Is it intentional that landlocked cities cannot be connected to water through a fort or a citadel? It seems strange to me that this city is been able to receive sea trade roots, but removing the lake (through the IGE) forbids any ships to visit the city.

A city is only able to be connected to the ocean if the city is next to an ocean or lake tile
 
I finally actually achieved a science victory (as opposed to declaring it myself in the modern era), two things from the information era that jump out to me are:

  • I was not able to build the great firewall (I had espionage disabled, however I was able to build the national spy agency), maybe it has a hidden requirement?
  • I was not able to flip any civ towards order, I was dominant with everyone, I had order established in the world congress, the Iroquois dipped as low as 37% happiness. I know this is not really important, I just would have expected at least one flip.
Hopefully these issues have an explanation or are able to be fixed.
 
I settled on stone thinking I'd be able to build a stoneworks. Is it intended that there must be a quarry and settling on the resource doesn't count?
 
I had been playing on VP 3.4 for a long time, and in that version I could trade technologies for World Congress Votes. I just upgraded to VP 3.9, and now I get a message saying that I can't trade a one time item (a technology) for an item given over time (world congress vote). Does anyone know if there is an SQL value that I could alter to make this type of trade legal again?

I´m playing VP and just finished the TRADITION culture tree. I did NOT recieve any free culture building, nor aquaduct anywhere in my 3 cities.
Anyone else have that problem??

[Or do I have to get additional mod(s) too for culture trees to give their bonuses?]
[ I did use the Automatic Installer, so I´d have assumed it included everything necessary ]
 
I'm playing with the more wonders mod. I find that the production penalty for owning wonders too high, where in the file can I edit to lower the production penalty?

Did you install Community patch, or VP ?
In VP culture trees are entirely revamped, you no longer get culture buildings.
 
who too thinks is a good idea to let city states found citys?
I do not think so, because they should remain different from major civs. Imo, they have developed into strong little basterds already, who are fighting fiercely and conquer major civs' cities often enough. As allies in a war they seem to be more reliable than my major civ friends. Lately they even sent their whole army to defend a weak city of mine. I prefer to just let them be what they are.
