good to know, thanksI think you can always attack a City-State: it doesn't automatically mean war with their Ally (if they have one), just a diplo penalty.

Ruins of course can provide a big swing in power. I play with them because I LOVE chasing them, believe I'm much better at it than the AI.. and only play on Continents maps. When you sau "unreachable," I assume you mean across shallow water. I race to either Level 3 promotions or Fishing (or both) to more or less guarantee I'll be the first one cleaning up the archipelagoes that are always off only one coast of my continent.I haven't played with ruins on for an eternity. They can provide such a swing in power, they can be frustrating when appearing on unreachable lands, or when an AI get them just before you do.
Ah ok ok I was mislead by the tooltip thanksWorking as intented, normal Puppet Penalty is 80%, a "-30% Yield penalties" means an additive modifier hence a final value of -50%. To reach -30% you need to select Martial Law.
I know you can get through shallow water with a promotion ; with enough point in vision, you can sometimes spot little archipelagos with ruins on it, and they are across deep water. Not that much of a concern, but it adds to the "no ruin" feeling. When you sau "unreachable," I assume you mean across shallow water.
