What's this I hear about Scotland? I would be pleasantly surprised if it will be Scotland. If William Wallace is the leader... better call in Scottish First Minister Nicola Sturgeon.
Maybe the Scots could get in line to complain about cultural appropriation and inaccurately portraying their beloved leader. Firaxis is almost done with the Cree, but they'll have to consult the Mapuche before they can get to you.
So weird. No Italy, no Ottomans, no Mali (or other West-African civ) and no Inca's. Disappointed with Zulu and Scotland though.
I don't believe in the Inca's + Maya's DLC theory. Definitely not. It's going to be Inca's + Isabella. Maya's are going to be appear in an expansion pack later on. Ottomans + Byzantium is plausible, but we also could get Hungary.

Actually with the Zulu and ""Celts"" being all but confirmed we're just about on track for 42-45 civs even with no post xpac DLC. It's subjective, but there are about 8 civs that most everyone agrees are guarantees.
Then 2 or 3 spots for new civs, then 1 or 2 other wildcard returnees--someone like the Iroquois, Austria, Morocco, or Sweden. An Italian city-state or Polynesian group would also count as a "new" civ while simultaneously somewhat counting as a "returnee", so that we don't end up with very many cut civilization niches (most of the ones being left out instead being "rotated," like Siam for Khmer, Assyria for Sumer, Huns for Scythia, etc.)
This does make my life easier for the Palace Thread. Scotland and the Zulu were not on my wishlist of Civs, but hopefully they will be fun Civs nonetheless.
Well, if Mapuche, Zulus and Scotland are the remaining civilizations, then we have four civilizations never before seen in R & F. The unique district would be the Ikanda of Zulus?
There are a large number of staples to be included later: Incas, Mayan, Ottomans, Carthage, Ethiopia, Mali, Babylon, Portugal, Celts, Byzantines ... As I doubt we will see them all in one same expansion, then this will be enough content for two more expansions, or at least more DLCs in addition to a second expansion.

Wouldn't Scotland be the Celt Civ? I'm all for the Celts but I wouldn't want several Celtic Civs, even Europe has a limit and I would rather see Portugal, Hungary and Sweden. On the plus side, this does mean no Celtic blob monstrosity.

They've already done Incas + Isabella. It would be really uninventive of them to just rehash past DLC.
Honestly, I don't see Isabella ever being a thing in Civ VI. She had her time in leader bingo, but I'm 99% positive she was just scrapped content when they actually sat down and talked about which civs warranted multiple leaders, and Spain didn't make the cut. Giving Philip II inquisition-based abilities, to me, in addition to Spain's expansionist focus, was the final nail in the coffin for Isabella. Leave any and all exploration-based abilities for Portugal, and there's really nothing left for her.
Not really. I'm checkng Scottish leaders and they (except for Mel in his movie) seem to feature more facial hair. Just saying Dark Blue on a light color seem the colors that scotland will request, therefore it does not fit exactly in my book to have them in, while giving two other civs a dark blue base, and not them.
Nevertheless, regarding Mapuche, I'm still trying to figure. They seem a very solid guess, but due to some reason, my head resist seing the headband as a piece of cloth... it prefers to figure its fur or hair... guess image quality helps the confusion.

A medieval Scottish civ doesn't seem Celtish to me. I still want a classical Celtic civ, and they should go for the Gauls. But I agree this does mean that they are out.

I have to say it is EXTREMELY odd that the Ottomans don't appear to be included, considering that about half the Rise and Fall wallpaper looks like it's in Turkey.
