Hello, all.
I am currently working on adding a few new random events to my EVENTS mod. I have one I've been playing around with called "SYNTHETIC_FUELS". I've finished coding for it, and I'd like to include it, but I'm starting to wonder if maybe this one is a little too powerful in its possible effects. What do you think?
The event goes like this:
Prerequisites: Civ has Industrialism tech. Civ does not have Oil resource (either in empire or traded), nor does it have Standard Ethanol. Civ has at least one city with coal plant, and must at least one coal resource. Must have $300 in treasury.

An inventor in (CITY NAME) is working on a way to develop synthetic fuels from coal. He asks for a large government grant to finish his research.
OPTION 1: Yes, give him all the money he needs (-$1000, 66% chance of DISCOVERY EVENT occurring)
OPTION 2: It sounds risky. Give him a small grant to hire some graduate assistants (-$300, 33% chance of DISCOVERY EVENT occurring)
OPTION 3: Bah, this will never go anywhere.
DISCOVERY EVENT:
If the DISCOVERY EVENT is triggered, one free oil resource is given, sourced to the triggered city with the coal plant. This happens identically to the "Independent Films" random event, where the triggered city generates a free "films" resource.
Oil is a very important resource. I've scripted the event so that it will be picked rarely, and then only for a civ without oil at all in the industrial age (i.e., with its back up against the wall), and even then it's still a gamble whether or not the civ will end up with the free oil resource. Even so, do you think that this event is overpowered?
An alternative occurred to me where instead of giving a freebie oil, it would generate a free oil resource in a nearby plot...although that kind of goes against the text (I might have to re-work the text into a "prospecting for oil" event -- e.g.: oil prospectors ask for money to look for oil near CITYNAME, with the same money/%chance of successes as above, except if successful a new oil resource appears on the map, which then must be developed normally.)
