I was a bit confused at first, too. And I'm not quite sure it serves a purpose : we have many others ressources that can be connected and worked on a long time before they are useful (first one to come to my mind is gold/silver, who need a jeweler to be useful except for a few wonders that uses them). Is it to reduce the number of ressources one can have available for trading at a given point ?
