I think he means your in-game policies (like how you play Civ). This is also the main reason I'm somewhat opposed to your presidency. Of course, that's not set in stone.

Ok, I would like to suggest that we close borders with all nations. OB gives no benifit diplomatically and only leads to civs who dislike that civ to hate us.
OB should only be declare if we have to pass through that civilizations lands.

Its obvious anywhere he expresses his policies and thoughts on things. I think it was a terrible decision on Whosits part, and if Ilduce really cares about the welfare of England, an ever worse decision on his part.
I WILL hold PCE, Imperials, AND the greens responsible for any and all damage done during his term.

What are you on about now? It gives a positive modier in diplomacy. I think.
And if you dont have OB, then that CIV is more likely to not like you due to the lack of one of the easiest positive modifiers to gain in the game.
Why should we close borders? That would stop us from sending ANY missionaries, and worsen relations.
