I noticed for the first time today the area on user profiles called "referrals". What are referrals?

I always thought it had something to do with the number of times you were dealt with by the moderators (referrals)...

The referral link to use is something like http://forums.civfanatics.com/index.php?referrerid=XXX, where XXX is your member ID. The feature is not implemented very well. I bet more people would use it if they know the link to use.
