We have seen what you have done with the Portuguese colonies in India. While your methods were less...diplomatic than we would think reasonable, we belive that the unification of India under native rulers is a reasonable goal. To that end, we propose the Treaty of Surat.

The Treaty of Surat

1) All Dutch Indian territories (not including the lands of Bengladesh and Sri Lanka) will be handed over to the Marathan governement for administration.

2) In return for these territories, Maratha will pay the Netherlands the marginal sum of 1 eco point.

3) Maratha and the Netherlands will sign a perminant Defensive Pact, to maintain peace in India.

Out of the Chaos

With the assassination of Tsar Imperator at the hands of Vladimir Alexeyev, the tide of support began to turn- for the Nobles. Within mere hours a Noble spy in the Okhrana had eliminated Vladimir Alexeyev, further widening the power vacuum in the nation. But the vacuum would soon be shut down.

The next day Moscow was in chaos, but in St. Petersburg something good was coming to be. The Romanov’s that rebelled against the reformist Alexander has dug up his younger brother, Konstantin Pavlovich, who had accepted the throne to Russia in orderto restore order. Hastily the ceremony took place and hordes of people cheered on this savior, a bringer of hope and of justice.

The Nobles quickly installed him as Constantine I, Emperor of Russia. The decision was
popular- here was a man, a non-liberal and a Romanov, who had re-attained power in
Russia. He was obviously popular with the Nobles, who had selected him and popular with the people who supported him. He publicly denounced the actions of the Okhrana leader who killed his brother and attempted to capture the Russian throne. Fool, he called him.

Soon the Nobles began to draw more forces from the Okhrana, villagers and from the Military. The true Tsar was back and soon the Empire was under the velvet glove of the Tsar. Or at least most of it. The tide had turned, he proclaimed, a Romanov Russia at last.

Peace of Bombay 1800

In order to end the unstable diplomatic conditions that currently exist between the Kingdom of Portugal and the Confederacy of Maratha, to further peace & good will and to restore favorable trading relations between the aforementioned nations

It is agreed that the Kingdom of Portugal will cede the port cities of Bombay, Chaul and Masulipatam in their entirety and any land adjacent to those ports previously held by Portugal now and forevermore to the Confederacy of Maratha
And all ships of war present in said ports t the time of the occupation will be turned over to Marathan control

In compensation for the above stated concessions, the Confederacy of Maratha agrees to the following:

1. To return all Portuguese nationals now held in Marathan custody to Portugal
2. To return all Portuguese soldiers and sailors now held in Marathan custody to Portugal
3. To ensure that all Portuguese held goods in above listed ports are returned to the control of their rightful Portuguese owners
4. To return all Portuguese trading vessels to the control of their rightful Portuguese owners
5. To restore all trading infrastructure and bureaucracy to levels sufficient to restore commerce between Indian merchants and Portuguese merchants
6. To grant Portuguese merchants exclusive rights to export Marathan saltpeter for three years [econ benefit TBD by Reno]
7. To provide economic assistance sufficient (1 eco point) to upgrade the Portuguese Madagascar colony to trade center status

We like your treaty and are inclined to show it favor. We would suggest a small change though.

We would like the eastern border of Maratha to be the Brahmaputra river and realize that such a boundary change would force you to cede the Ganges delta and Calcutta to our control. To compensate, we would pay the 1 eco point to raise the status of your city of Chittagong to Trade center, even if such a move reduces Calcutta's status. [Reno's call]

In regards the the defensive pact, a question. Should your nation go to war against another European or far eastern nation without territory on or near the the subcontinent, what would you expect of Maratha?

We think it would be simpler for us both if the proposed borders stood as is. After all, Bengaldesh is a land of Muslims, and yours is a nation of Hindus. And, if the alliance between our nations is signed, we do not see the need for defensible borders between us.

If there was a war on or near the subcontinent, we would expect you to actively help us. However, if otherwise, we would expect a formal declaration of war from your nation to the agressors, but no other military action would need be taken.

We must withdraw from our MMP. We cannot be dragged into your wars at the drop of a hat. However, we still wish for nothing but peace between our nations, so a perminant NAP remains.

@carmen510-I have no plans for war with you. However, upon reading over the eariler pages of this thread, I found that Swissempire signed a treaty with you that I do not agree with.

EDIT: We do expect the courtesy of knowing in advance when you plan to start a war or if you expect to be attacked. That way we can plan our prodcution to accommodate your needs.

@Gelion I know, that what happened in Russia this turn is hardly realistic. But for serfdom to be abolished so suddenly is hardly wise either. I'll be on MSN pretty much the entire afternoon, if that's ok.

Also, with the new Tsar the civil war will pretty much end next turn. Save for the Balts and a few remaining serfs which shall probably go down within that same turn.
