During my last game i researched radio making the sheriffs office obsolete before i got the tech needed for the next building allowing the training of LE units, might the AI have done the same?

During my last game i researched radio making the sheriffs office obsolete before i got the tech needed for the next building allowing the training of LE units, might the AI have done the same?

Something like that. I think the Police Stations were being obsoleted when the Police Precincts were supposed to be sufficiently replacing them but the Police Precincts were requiring them rather than replacing them. So as soon as the Stations were obsoleted, the Precincts went defunct as well. Thus anything close to a modern Law unit was impossible thereafter to train but the criminals weren't so hindered. There's still some review necessary there.

In the process of re-evaluating entry Crime levels with new range to 3000. But RL has stuck it's dirty nose in the way.
