In the current system, whether a unit can retreat (and prevent other units from retreating) or not depends on its movement factor; if it's two or larger, it can, otherwise not.

I'd like this dependency broken, and retreat capacity governed by a unit flag (analoguous to Foot Unit, Invisible, etc).

The most obvious use for this would be to allow for one-move guerilla-type units to escape when attacked by conventional infantry forces. In scenarios/mods, it would also allow for having cavalry units that are too fanatical or singleminded to ever retreat from battle.
 
If multiple units are at the same location, then the surviving units of a battle, can retreat, on their turn.
Retreating is a real-time maneuver. When taking turns, you have to wait for your turn to withdraw from combat.
Perhaps FIRAXIS™ could add this as an option, seeing as they gave that ability to the faster units, but when you take the history of battles as a whole into consideration, retreat was rarely an option between units of the same speed, and was limited to the units that had survived the battle. Most skirmishes were between multiple units, not single units.
