Something must be done about the situations of the world. Only if we act as a whole can we bring peace back to the world. I call for a world wide meeting in Cuzco (Andes Capital), inwhich every nation's leader, however small the nation may be, comes to discuss the world events. I will order the construction of a Great Auditorium, inwhich all of the nation's leaders can be seated comfortably and be able to be heard.

We shall talk about these current situations at the First International Assembly:
1.) The Potential of a Rebellion in Quebeck
2.) The Cult in Rome
3.) Scandinavian Independence
4.) Ireland Independence
5.) The Growing Power of the Iron Fist
6.) French War on NEC

Once one nation has voted to come, I will post my standings on each of the subjects, and why I do so. I expect all participating leaders to do the same. And, if you do not come, then do not whine about the results after.

Cuzco is a beautiful city, with ample room for all who come. Accomodations are plentiful inside the Palace of the Andes, and we welcome all secret services and bodygaurds.

Remember, all nations are welcome.

The holding of Madagascar, a native African land, by a foriegn power is unacceptable. We demand that it be returned to the Zulu and we hope for the support of the world.

The solemn Calih presided over a large crowd in the capital as lesser officials did so in outlying territories. The following restrictions were being placed on the people of Egypt:
Curfew is at 7:00 PM. Anyone found on the streets any later will be arrested with no exceptions.
Anyone writing anything against the government or in favor of the Cult shall be arrested with no exceptions.
Everyone who is somehow involved with the Cult or sending supplies or arms to the Cult will be arrested, no exceptions.

The Council found this a difficult but necessary decision to make. Next, the Council ordered a full scale invasion of Rome to defeat the Cultists. It was hard for Egypt to do this to its one time ally and trading partner, but it was for the good of Rome's people.

We are sorry to say that due to your inability to control the Cult, we will have to launch a full scale invasion of your country. When the Cult is cleared out, the country will be part of Egypt. Then, we will withdraw piece by piece until the country is stable again. We hope to have the support of all troops loyal to the Emporer as this is for Rome's own good. We hope you understand.

We will be happy to attend the first international assembly. Although the esteemed Caliph or any of the Council for that matter cannot go for security reasons, we will send the Governor of the Nile as he is our highest ranking availible representative.

I believe the people have a right to rebel, but as Zulu said, it is their problem.
2.) The Cult in Rome
Should be eliminated. This is an evil cult, and should not be allowed to spread. Forces will be sent pending the Congress' approval
3.) Scandinavian Independence
Scandinavia should be returned to the UK. Scandinavian people did not revolt, the Russians came and made them. It is up to the people, not a foreign country that wishes for a "buffer country".
4.) Ireland Independence
This is the buisness of the UK, and no one elses.
5.) The Growing Power of the Iron Fist
This is a threat, and pending on the Congress, when the next Iron Fist offensive war is launched the Andes Confederacy shall be there to keep the peace.

7.) Madagascar Crises
This should be retained as International Land, though watched-over by the Zulu government. What i mean is each nation of the world gets a military base and harbor on this island, so to keep a watch on Zululand. If Zululand proves itself peaceful at last, the land should be returned to Zululand or Egypt.

Our Stands:

1. Definetely their problem, not for us to deal with.
2. This should be elminated immediately. Since I have already launched an invasion of Rome to defeat the cultists here is my proposal. Send International Forces to liberate Rome and set up a stable government to be rebuilt and withdraw troops after army is big enough and govt. is stable.
3. The Scadanavian people should decide alone.
4. Business of the UK.
5. I wish to see limits on Iron Fist military power.
6. Their business
7. I agree with the proposal Jason outlined above.

Here is my proposal for an official organization called the United Nations of the World:
1. Initially every nation is included and has one vote in the Assembly
2. A 2/3 majority of the Assembly can vote to kick out a member nation.
3. A 5 nation Command Council is elected every 3 game turns.
4. The Command Council has the power to send peacekeeping forces anywhere in the world to keep peace. 4 out of the 5 nations must agree to this. Each country must contribute at least 1/10 of its army to peacekeeping forces should they be deployed.
5. The Assembly has the power to place sanctions as it sees fit on nations that put world peace in danger. (Note: This does not include small wars such as the one between the NEC and France).
6. Any nation may bring about a resolution to the Assembly. The resolution must then be approved by a majority vote.
7. The United Nations shall be based in Cuzco, with its offices being international territory.

The Zulu Plans for a UN:

Elections shoud happen every 6 turns, not 3, giving the electees more time to follow an agenda.

I agree with Zulu about the terms, and the addition to suspend, following the same procedures as to expel.

I agree with everything stated (besides ammendments) by Egypt. Pending on the rest of the world to join is when we should hold elections for High Council. In the begining, I believe that every and any has the ability to join.

2. We must remind you that the cult is now the majority of Rome's people's religion. How would any of you propose eliminating it?
3. We believe the Nordic Republic is not a true nation and we refuse to recognize it.

Jean Baptisse was both happy and sorry. He had just recieved words that no nation would care if Jean´s planned rebellion in Quebec would start. The good part: no help for France. The bad part: no help for the rebellion.
After hours of discussion with his advisors Jean Baptisse decieded that it would be best to not start the rebellion until necessary.

I can hardly stand against the force of nationalism tearing nations apart, having wrecked the UK in such a manner. I do not suppor this revolt though, and condemn it, i cannot act though, for i will not risk being a hypocrite.

Any Cultist ships in the black sea are to be sunk. Cultists are granted their freedom of religion by the Russian Constiturtion (Freedom of religion became part after the crusade), so we are unable to persecute. We have extra taxes for their rel;igion though.

"The French war in Quebec is for a just cause. The NEC had, on many occasions, threatened French lives and sovreignty, and also engaged in a war of conquest against our allies in Russia.
