Representatives from the Amurian Soviet Republic and the Qaghanate of White and High met in Irkutsk today to sign the historic treaty of peace and cooperation between our two nations.

On the new order in Eastern Asia
Concerning the final settlement of territorial claims and other disputes between the Amurian Soviet Republic and the Great Qaghanate of White and High with regards to the New Order in Eastern Asia.
The border:
- In the west, the former Sino-Soviet border shall be restored as the border between the Qaghanate and the Soviet Republic. The Qaghanate will cede two provinces in the former Kazakh SSR, including the cities of Amal-Ata and Semipalatinsk, to the Soviet Republic.
- The strategic naval base of Port Arthur/Lushun shall be ceded to the Qaghanate in exchange for Amal-Ata, and 1 XP shall be transferred from the Soviet Republic to the Qaghanate in exchange for Semipalatinsk.
- On the map above, pink represents the exclusive Sphere of Influence of the Soviet Republic, and light brown represents the exclusive Sphere of Influence of the Qaghanate. The Soviet Republic and Qaghanate will pledge to respect each other's Sphere of Influence
- Neither the Qaghanate or the Soviet Republic will claim in the Indian Subcontinent without consulting each other first.
Population transfer:
The population in the territories to be exchanged between the two countries shall be given the choice of staying or leaving. The Soviet Republic and the Qaghanate will coordinate in facilitating the transfer of population, and ensure all are appropriately compensated.
Diplomacy:
- This treaty restores all normal diplomatic and trade relations between the Amurian Soviet Republic and the Great Qaghanate of White and High.
- The Soviet Republic and the Qaghanate will mutually consent to an Open Borders agreement.
- Both nations will pledge to a Mutual Protection Pact, to defend each other should one come under the threat of invasion by a third party.
- Neither country will conduct any hostile actions, covert or otherwise, against each other.
Miscellaneous:
- The Qaghanate will pledge to protect the rights of the working class, and to permit trade unions.
- The Amurian Soviet Republic will recognize the Imperial Cults of the Qaghanate as a legitimate religion, and will place no restrictions on its adherents. An official shrine to the Qaghan will be permitted to be established in the capital of the Soviet Republic (a new one will be constructed if the capital moves) as a sign of friendship between the two nations.
- All Khitan pilgrims to Manchuria or the Baikal region shall be admitted freely into the Soviet Republic and given every assistance to make their trips enjoyable and fulfilling.
- The Amurian Soviet Republic will recognize the Qaghanate's defintion of cardinal directions, but reserves the right to use "traditional" cardinal directions in official maps, etc.
