The Riccese Refugee Program

War is Hell. The Riccese military and government alike could both reach a consensus on this issue if nothing else. With nearly 24,000 civilian deaths, mostly on the other side, it was obvious this would be a bloody affair.

Of greater concern were the 29,000 refugees; while the dead slept peacefully, the bereaved were not so fortunate. The refugees had seen their homes so kindly burned, shelled or otherwise decimated by the crossfire. Often left without shelter or care, countless thousands roamed the harsh Moroccan desert in hopes of survival. While it was certain many had fled the front lines out of fear of the Riccese military, it was obvious this wasn’t the norm.

The priest Francesco Corvi had been a notable Florentine priest before he was appointed as the head of the Empire’s public relations department. Though the secular nature of the Republic required him to formally leave his office in the Church, he was ever a pious soul, and infused the Riccese doctrines of respect and restraint with religious zeal. “War on Earth is no different than war between the Lord and the Devil,” he stated on the conflict, “In the end, wars are not won by the amount of carnage one inflicts, or military triumphs, but in the souls of the people. Just as the heavenly and the infernal duel for the hearts of men, so must we.”

Corvi’s speeches were inspirational, but ultimately they were merely final touches on policies that other Ministries had been the architect of. The Ministries of the Treasury and War cooperated to create a program intended to win the hearts and minds of those beneath Venetian occupation. Small, makeshift homes were set up in close proximity to already-established cities that had been vacated by civilians in the event of a Venetian offensive. Refugees who crossed the front were promised food and shelter (more permanent homes would be doled out at war's end), as well as amnesty in the event they had been loyal to the Venetian cause. It would be remembered that Riccese compassion was as much pragmatic as it was moral; close eyes were kept on the camps so as to root out any possible insurgency or spies within Riccese territory. On every block in the refugee districts, there was almost guaranteed to be a handsomely-paid informant working for the Riccese government.

While the Riccese military demonstrated the utmost discipline and respect towards refugees, with those who broke such a standard dealt with harshly, those who betrayed the generosity of Riccio were dealt with in an even harsher manner. Those who were traitorous were chained and sent with supply caravans at least two weeks’ north, before being branded on the forehead with a mark to identify them as a traitor. After the brief but excruciatingly painful and demeaning punishment, the convicted was coerced at gunpoint to wander into the desert. Before this exile, the traitor was told that if they had made the right choice in God’s eyes, they would soon find out. Even if they were fortunate to survive the Sahara, heading north would lead them towards citizens who would know their status as a traitor by their mark, while heading south to rejoin the Venetians was almost certain death; by the time one would reach the Venetian-held territories, it was almost guaranteed one would have died of thirst due to the distance.

The gruesome fate of the treasonous aside, however, the Riccese were notable for generosity towards enemies as much as friends. Those who were wise would return such kindness with ambiguity if nothing else; those who were foolish would dare to show their lack of gratitude.

Acquisition of Gibraltar

The ink was not even dry on the revised Treaty of Barcelona when the faint sounds of citizens cheering from the Riccese side of the Strait could be heard from the ship (carefully situated halfway between the Riccese and Castilian sides) on which it was signed. The new Treaty called for a hefty sum of 15,000 ducatos to be paid to Castile by Riccio, but the reward it promised was much as ideological as economic – the Rock itself.

Riccio had always desired the Straits of Gibraltar to itself. The formation of Castile proved an inconvenience, but not one Riccio couldn’t overcome; the government in Florence was quick to sign multiple accords governing territory, trade and friendship to ensure Castilian goodwill. Gibraltar was written off in favor of the much greater goal of a Riccese monopoly of the West African coast.

With a reshuffling of the Castilian government to a less nationalistic one, the ever opportunistic Riccese government pounced on a chance to gain what it had always sought. The price required by Castile was steep, one that would take nearly two decades to pay fully. However, the nominally democratic Empire’s citizens had spoken; they didn’t care how much Gibraltar cost to acquire as long as it was theirs. Riccio’s finances gradually having been restored since its downturn, the two governments met, and the deal was sealed.

With the Straits under uniform Riccese rule, Riccio’s people felt more proud than ever. Though Riccio wasn’t as strong as it had been just years prior, it was gradually regaining its glory, and sought to remove whatever glory its unfortunate rebel problem had left…

The western American-British front was a sweep for American forces this year. The British, with limited resources, have turned their attention elsewhere, leaving nothing for the defense of the west. The collapse of resistance doesn't last long, as the Republic of the Rio Grande decided to throw its hat into the ring and side with the British Empire.

Fighting in the northeast is more fluid, with both the Americans and British making impressive gains, but the British are the clear winners in the northeast thanks to impressive amounts of leadership. Despite decent American numbers in every front, it is obvious that the Americans suffer from a leadership deficient.

For some areason, Wallachian and Bauarish claims overlap in one tiny little province. This mistake was overlooked , mainly because the two nations are not enemies, but it'c clearly something important.
Nonetheless, Wallachia does not wish trouble with it's north-western neighbors, and drops all claims on the province pointed out in the map below.

Quebec has launched a reconquest of its territory. With no Roman leadership forthcoming (OOC: If I made Rome fight without leadership, it would have lost 75% of its army), the Roman garrison in the capital has surrendered without a shot fired.

The Glorious Civil War


The Glory Corp, unwilling to commit its last naval asset in battle, withdrew its fleet to ports out of range from the marauding Riccio fleet which has already placed a heavy blockade on the country.

On land, Riccio has launched a two-pronged attack of Glorious Africa. While the amphibious landings were a dismal failure, land operations have gone smoothly.

GLOBAL ECONOMIC NEWS

Two countries had an economic boom this turn. When a country is randomly selected for an economic boom or bust, further RNG rolls are determined who is affected. Having a trade agreement or free trade agreement increases the chance of being affected.

After initial affected countries are determined, more rolls are determined who they affect, and so on. A country won’t “infect” twice. Riccio, for instance, has so many agreements that it was hit affected once in its own economic boom, and three times in China’s boom. However, once the “those affected by Riccio” roll is done, it isn’t done again to prevent endless rebounding.

For this turn, anybody with just normal trade relations weren’t affected because I wanted to see how it would go with just trade agreements/FTAs. In the future, anybody who has normal trade relations and above will have a chance to be tapped.

Economic downturns work the same way and can be equally dramatic.

No Boom or Busts this turn.

Every country now has a new trait listed on the stat sheet depending on its power relative to others. NPCs take into account this stuff when engaging in diplomacy and otherwise is just for bragging rights.

But since these things are based on a z-score, don&#8217;t get too bent out of shape. Some countries have inflated scores due to having a large bank (which only count for little), for example. Manufactories also weigh more in the calculation than provinces (because they weigh more in trade than provinces). An army weighs more than a province or manufactory. A fleet weighs the most.

COMMENTARY

The Great Three, Riccio, the FRCN, and the Baurish Empire, have maintained their hegemony in world politics. Despite all three experiencing civil war in the past years, the three have managed to grow nonetheless, militarily and economically. Holy Rome&#8217;s civil war is over, and the country continues to expand westward. The FRCN continues the maintain a strict, if not strange, blockade on Iceland and the Sultanate of Borneo threatens to collapse any month now. Riccio&#8217;s &#8220;Glorious Problem&#8221; looks as if it will remain so for years to come as the Venetians fight to the last man for every inch of land.

The North American War escalated this year (1825) when the Republic of the Rio Grande mobilized and threw its hat into the ring, fighting on the side of the British Coalition consisting of the Roman Empire, British Empire, and now the Republic. While the Unitary State made some light gains in the Midwest, it has been dealt humiliating blows in the north and southeast, bringing British forces within tempting distance of the capital. The Republic of Quebec retook its capital, which had been occupied by Roman forces last summer. As the war enters its fourth year, armchair generals all over the world watch on with awe and wonder what role the resurgent Rio Grande will play as a regional power after the war.

The League Civil War, so far, has seen little direct effect on the War of the Nile. The Cornwall Confederation defeated Breton forces this year and is now consolidating their gains. Meanwhile, Kuwait and Egypt are fighting a war that is quickly spiraling out of control. The front line has seen little movement or fluctuations, while Libyan forces continue to dwindle in the face of Egyptian military might. However, the League controls the seas and the crippling blockade combined with the growing cost of the war has seen the Egyptian star fall. Egypt is open to negotiating a peace settlement with the League of Urun.

The last bit of news that matters. The moribund Commonwealth of Britain was put out of its misery by rebel forces. The new government, the Birmingham Trade League, moved its capital to London to reflect the change. The Peace of 1825 between Free Scotland and BTL guarantees trade between the two countries, though many wonder whether BTL leadership is keen on reannexing Scotland.

As the world enters 1826, all can breathe a sigh of relief. While no country experienced an economic jump this year, none suffered a downturn either. Market stability has translated to political stability for many countries save for those embroiled in war and rebellion.

If you sign trade agreements or free trade agreements, you must put that in your orders and you must list every country you are signing with. You also must mention all alliances you are joining, defensive pacts being signed, non-aggression treaties, and embargoes in your orders.
