I was just playing the board game Britannia, which inspired me to search for a civ mod. It is essentially like the Rhye's and Fall system, with historically accurate objectives to score points, except each player has a fixed set of nations they control.
I recommend taking a look if you need suggestions on how to implement some of the invasions.

I love the game Britannia. Trying to finish off the mod is definitely a long term goal for me. Sadly I have only a couple of months programming experience behind me. If I could somehow get my brother or brother-in-law involved who do programming for a living the chances of success would be much higher. Anyway my eta for completing this mod is by December 2019. Stay posted, but don't hold your breaths!
