They announced that the Right to Rule content (part of the Deluxe upgrade) is delayed until an unspecified time during the summer. It’s unfortunate especially since they have already taken payment, but I guess understandable given the current state of the game.
Edit: seems it was already announced for the summer, so not sure why they announced a delay to the summer, but okay.

At the time I expected something more like the 5 or 6 release, in need of expansion packs but more or less finished. I played Civ since 1 my whole life, so had some trust and goodwill for the studio. Yes, I know, I’ve been told dozens of times here I’m an idiot for believing this so please no need to remind me. I promise I have taken my lashings and have learned.

Which was my reason for preordering RtR, for example: I wanted the two personas from the founder's pack. And also one of the reasons why I preordered 7: I wanted the Shawnee + Tecumseh pack. And the reason why I preordered KCD2: a bonus quest. You see, I'm falling for the scheme with games I would buy anyway around release and for which I'm happy to pay full price (because I consider the price to be the a minor investment compared to the time spent playing). Might as well buy them early then and get a little something.
There were official dates, which promised all RtR content by September and Firaxis follows them, as I believe they are legally bounding. But there also was internal roadmap, which, probably was leaked at some point (not sure about it). So the dates are moving in those internal plans, not in official documents.
I understand why Ed mentioned it - to acknowledge game problems and capitalize on how Firaxis is focused on solving them. But still it was a bit confusing.
This was the best piece of news in the stream in my opinion, it shows that the developer priorities are higher than the publisher priorities right now.
Considering many people are whinging about DLC proximity to launch with the crossroads pack, this isn't surprising....
They seem to be behind their original schedules cause the hypothetical events/scenarios have seemed to be pushed back as well (which is fine; its fluff in the grand scheme of things).
Also, you want to release DLCs when people are enjoying and playing your game. Sending out a DLC while recent reviews are poor and player counts are low is a waste. Much better to address concerns, issue some free patches to bring player counts back up, get reviews trending positively, then release the next for-pay DLC.
After the uproar about Great Britain and especially the unit model for HMS Revenge, this is a good concession. I suspect they were planning on rolling out the next DLC wave in May and doing the first announcements in April, but now they properly see that the game really needs a solid patch that isn't attached to or associated with any DLC marketing.

Adds more evidence to my assumption that the beleaguered state of the game relates to fiscal year release mandates. The game is out, Crossroads is out, and the "launch window" is over. Let the healing begin.

The Switch eShop suggested that it was going to be one piece each month starting in April. IMO it's a better decision regardless to release it in chunks even before you consider the state of the game.
I still haven't bought the first dlc. Why would I? Even at 150 hours I still haven't played every leader. When the price comes down I'll consider it.
I'm thinking this game must be very labor intensive. So many things in the game unfinished like this. So it's not surprising the dlc is delayed. Either their productivity is very low, or the game just requires much more labor than previous entries. I can be patient with these things. But I do have a limited budget, so I do hope they go on sale eventually.
