I played one game where Tomyris declared four surprise wars--not joint wars, but actual surprise wars--in succession, two of which were against me.I will say it's annoying as hell to have miss "I-hate-surprise-wars" do a joint war against you which dodges those penalties.
I never take it personally. It's not Civ 4 where the complete effort you put into a relationship would most often be reflected.

That's open to debate. Some scholars think he had his artists deliberately depict him looking bizarre/deformed/androgynous as some kind of transcendental religious statement. Others have diagnosed him with all sorts of physical deformities and illnesses. I get the feeling it won’t be Wilhelmina so as not to give us the satisfaction of guessing two of the new female leaders in a row (even though there were clues). They’re gonna keep the suspense and speculation going and go with an old faithful. Guessing the Ottomans.

I agree. It will probably be European, not the Netherlands and not Portugal (because, as you say, they won't be in the same xp as the Netherlands), so that leaves the Celts or a European dark horse like Hungary or Italy.
I would love for it to be the Ottomans, but I doubt they're next. Maybe third.
