2K can afford much more skilled lawyers from major law firms.Actually, I am sure they do. I work for small software company working in a niche sector and we have in house lawyers. Mostly for contracts though.

There are more hill and mountain based abilities than flat movement bonuses. Terrace farming and roads are more what come to mind when I think of the Inca.

A little update on the Chinese leak: the whole thread (not just the leaker's reply) was deleted, most likely by the leaker himself. I interpret this as the leaker was caught and got into trouble leaking unintended information.
