Rivers - big and small

When creating realistic and detailed earth maps, at certain scales there's just too many rivers making movement difficult.

Just an idea:

Big river - unchanged from the current rivers we have

Small river - visually, a skinnier version of the current river, same source of fresh water and defensive/offensive penalties, but no movement penalty. These would be perfect for tributaries, making more aesthetic maps, and making movement more vanilla.
