We get a settler next turn, I say we send him east where he is the least likely to find company. Pink dot has my vote for #2. For #3, the hill NE of that mountain is sure to anger Attila: I like it too
There is also the option of building no settler whatsoever, making pure archers and upgrading them ASAP to composites around turn 50-55. We could control the court by 70. This is a 2-city plan: do or die. With the kind of army it would generate, and given how early we would get another capital, this could lead to conquering another neighbor right after.
I feel good about our chances since Attila's Court is on utterly indefensible terrain from the NE: we could sneak our bows around N, conquer Kamakuro (pending a decision to keep it or raze it) and roll through the court. There is tons of desert down there: it'd be a shame if we had those lands with desert folklore active
