Even if it is any kinds of sort of occupation irrespective of supply, there is the rule and procedure of the basis. The jobs are going to be advanced in conformity with it. However, in fact, it is demanded quickness and work efficiency. Therefore we often do to omit some parts and also make reverse order. Even if it is such the application action, while understanding the basis, the jobs are advancing nonexistent hindrance.

For a while, the application action becomes the custom with the progress in time, the basis having been completely forgotten. Even if small obstacles come to result by it, the basis is not looked back to persist in the way. For the first time it is faced with big difficulty, we notice that there were errors in the deed of the self.

On the other hand, errors sometimes exist in the basic rules. All the rules are not necessarily maintained, to the rapid change of the environment that surrounds us such as the rapid progress of information technique, the reduction of the budget by businessdepression and the rising of the attention of the society to the military.

Even if the rules become unbecoming in an era and feel necessity of revision, it is left because sparing the labor, as the result, has made work efficiency and economic eficiency sacrifice. Needless to say these cases are rare cases. However, when we encounter such a scene and jobs stagnate by it, we feel strong anger.

Discuss.
