everything that is in the version that the youtubers have will be released. One youtuber announced that he'll release 2 hours of gameplay a day (although split on two games) and this will continue at least until release. So it is safe to assume that he will also show late game stuff and not start again every 3 days...

I'm not sure what IGE is, but boomer is naval parlance for Nuclear Subs.

To IGE is probably use the In-Game-Editor... (apparently for placing subs in the dead sea)

Correct, more specifically boomers are the bigger subs equipped with strategical warheads.

I just recently discovered in 5, you can hide your Nuke-bearing subs under ice, Krakatoa, and the Great Barrier Reef. Talk about a surprise attack!
