Hi Garret!
First, I'd like to thank you Garret for making this wonderful scenario.
I recently decided to give it a try and I couldn't stop playing

It' very good and has even more potential.
It could be awesome if some things will be improved, so I'll try to give some feedback right here.
If I will play some more I will write more of course
I played as Bush US for some 8-12 turns. Here are mine feedback.
1. Installation
2. Map, civs.
3. Units, promotions.
4. Diplomacy.
5. Other.
1. Installation.
First got some error. I found that problem. I just change name for catalog from default to somethig like "2nd Revolution". And the game started but could not use scenario map. But after changing catalog name to default everything was smooth.
2. Maps, civs.
Map is OK.
US are not overpowered nor rebels. Airports are in great use to support besiged sities. Works perfect.
Some civics options are not especially needed. Playing as US Bush I had no real options worth changing. I stayed with default civics.
I tried army civics but losing "+MANY free units" for "+1 exp point" was not serious choice (the only military option except militia).
The same for Economics. Cannot find something useful for change.
3. Units.
Very fun. Very cute. But not logical. Here's my 2 cents.
Riot Police should be defensive - I thought it's for making cities quiet. But its get offensive promotions (City Attack) instead City Defender. Strange for me.
It's "melee" unit and its great. Guerillas have no advantage agains melee. But Protesters should have.
It would be fine to Police has advantage agains Protersters as well.
I suggest making Protesters "archers" unit or rename "archers" to "irregulars" or something for flavour. There are no units in "archers" category right now.
Navy Seal is useless against Guerillas. It' strange. Maybe it could have some useful promotions for this? I suggest "+25% vs. Guerillas (not Defense or Atack, just VS). And Navy Seals has "City Defender" promotions. Strange - I thought of it as offensive unit to capture cities.
For flavour I would also consider changing their name for sometnig more generic. Navy Seals are not numerous formations but in your game US are building them in great numbers. Maybe SWAT or Special Forces.
4. Diplomacy
It was easy to sign peace with Cuba - at no costs! I don't think it should be this way. Turn later they asked me for new technology. I gave them - no reactions, they still furious with me. Two turns later they ask again for technology - I chose "NO". Still no reaction visible. They are as furius as they were - no more, no less.
After 8 or more turns of my negative reactions - still no changes in diplomatic stances - Cuba is furious (although -4/+4 for trading),
Canada and Mexico is friendly with +4\-4 ("you traded with our worst enemy"!). Should be zero or something (-4/+4) but they're friendly.
Can+Mex voted for me in United Nations. Cuba voted for anarchists - logic?
I signed treaties with Can and Mex for +5 gold each turn for them - but could NOT give them more money now! Why? No treaties are posiible, buttons in dipomacy screen are there but not working.
5. Other
As someone said it before all civs that are not at war with me every turn ask me to change my ideology. I play as Bush:
1) Canada ask for conservatism
2) I made peace with Cuba in the first turn - they ask for theirs ideology (every single turn)
3) Mexico ask for nothing - it's probably error - every turn this screen appears, but it's looks like I will try contact them - NO proposition at all, just "How do you do Bush?" screen
Many Sid's Tps are pointless or useless. It's good to repace them with scenario-based tips.
Music. Yes, there IS music in scenario! I like your music ideas. Good choice for a this theme.
One question is it possible to set different music tracks for different civs?
