ROLES
Every player is secretly on the Liberal team or the Fascist team.
Each player will receive a role at the beginning of the game. The 3 possible roles are:
1 player will be Hitler.
2 players will be Fascists
4-5 players will be Liberal
These players form the two factions:
Hitler is naturally part of the Fascist team.
WIN CONDITIONS
Every player is secretly on the Liberal team or the Fascist team.
The game ends in a Liberal Victory if either:
- Five liberal policies are enacted.
- Hitler is assassinated.
The game ends in a Fascist Victory if either:
- Six fascist policies are enacted.
- Hitler wins an election as chancellor any time after the third fascist policy has been enacted.
The two game boards will be updated each time a policy is enacted
SET UP
Fascists, Hitler and Liberals will be selected at random.
Fascist will know who all the other fascists (incl Hitler)
Hitler will not know who the other fascists are.
The game will contain 6 Liberal and 11 Fascist policy cards.
GAME PLAY
Secret Hitler is played in rounds. Each round will have a target of being 48 hours in duration.
Each round has 3 phases:
- an Election to form a government
- a Legislative Session to enact a new policy,
- an Executive Action to exercise governmental power.
PHASE 1: ELECTION (24hrs Max)
You must choose a government to steer the country forward, but weigh the information you have carefully! if power falls into the wrong hands, it can spell disaster for the entire nation.
i. PASS THE PRESIDENTIAL CANDIDACY
At the beginning of a new round, the Presidency nomination moves to the next player on the player list. (even if that player was in the last successfully elected government. )
This player is the new Presidential Candidate.
ii. NOMINATE A CHANCELLOR
The Presidential Candidate chooses a Chancellor Candidate by selecting any other eligible player. The Presidential Candidate should Bold the players name in
Red to confirm nomination. Presidential Candidate can discuss with other players their choices before confirm nomination.
Note:
Players who enacted the last policy
are not eligible to be
Chancellor Candidate.
iii. VOTE ON THE GOVERNMENT
Once the Presidential Candidate has chosen a Chancellor Candidate, All the players votes on the proposed government.
Players vote by posting
Ja! or
Nein! in bold.
Once more than 50% of the group votes ja!, the Presidential Candidate and Chancellor Candidate immediately become the President and Chancellor respectively and the game moves to the next phase.
If three or more fascist policies have already been enacted, ask the new Chancellor if he is Hitler; if he is Hitler, he reveals himself and the game immediately ends in a Fascist victory.
If the vote is a tie, or if most players vote nein! or the 24 hours is up before reaching a resolution, the Presidency placard moves to the next player and the election tracker is advanced by one election.
Election Tracker: If the group rejects three governments in a row, a frustrated populace takes matters into its own hands. The next policy on top of the Policy Draw Deck will automatically be enacted. Any power granted by this policy is ignored, but all players become eligible to hold the office of Chancellor for the next Election.
The Election Tracker resets after a policy is enacted by the populace or a government is successfully elected.
PHASE 2: LEGISLATIVE
The newly formed government must carefully navigate the demands of a restless populace, but watch them closely! Some governments catch a bad break, others take advantage of confusion to advance their agenda.
The President receives the the next three cards from the Policy deck from the host. These will be either Fascist, liberal or a combination of both. The president then selects two Policy cards to pass to the Chancellor via the host. The remaining Policy will be added to the Discard pile. The Chancellor enacts one of the Policies by informing the host. All players will be informed which policy (Liberal or Fascist) has been enacted.
The sanctity of the legislative session is of the utmost importance! Once the President has been elected the members of the government should be silent until a policy has been enacted; This will only be strictly enforce for both President and Chancellor.
Once a policy has been enacted then they are free to share (or lie about) the details of the session. Remember, one or both of them may be Fascists attempting to deceive the group.
Discarded policies will never be confirmed by the host. You must rely on the word of the President and Chancellor, who are obviously are free to LIE.
If there are fewer than three Policies remaining in the Policy deck at the end of a Legislative session, The discard pile will be added and the policies will be randomised.
You can potentially card count to a limited degree to decided who is being trust worthy or not.
If the government enacts a Liberal policy or a Fascist policy that grants no Presidential Power, begin a new round with a new Election.
If the government enacts a Fascist Policy that grants an Presidential Power, proceed to the Executive Action.
PHASE 3 EXECUTIVE ACTION
Whether by fate or choice, the government has moved the country closer to Fascism and granted the President new powers to enforce his agenda. The President is free to solicit input from whomever, and the group is free to offer whatever input it wants, but the final decision falls to the President alone.

Bold and RED
After the President takes an Executive Action, a new round begins with a new Election.
POSSIBLE PRESIDENTIAL POWERS
Look at the Fascist Track to determine which Presidential Power, if any, has been granted to the President. The President must use power granted to him.
i. INVESTIGATE LOYALTY
The President investigates another player who has not yet been investigated. That players
Party Membership (not his Secret Role) will be reveal in private to the President by the host.
The President may share (or lie about!) the results of his investigation at his discretion.
ii. CALL SPECIAL ELECTION
The President chooses any other player at the table to be the next Presidential Candidate by passing that player the Presidency placard. That player nominates a Chancellor Candidate and the election proceeds as usual. After a
Special Election, the Presidency returns to its original order.
iii. POLICY PEEK
The Host reveals privately to the President what the next three policy cards will be from the policy deck.
iv. EXECUTION
The President executes one player at the table. If that player is Hitler, the game ends in a Liberal victory.
If the executed player is not Hitler, he does not reveal his role or his loyalty. He is removed from the game and may not speak, vote, or run for office.
v. Veto Power:
After five fascist policies have been enacted, the Executive branch gains much broader power over which policies are enacted. The Chancellor may, instead of enacting a policy, '
Veto' an agenda.” If the President consents by posting
Approved, both policies are discarded and the Presidency passes to the next player as usual. If the President posts
Declined , the Chancellor must enact one of the two policies handed to him.
Additional rules
1. No Private communication at anytime between players.
2. Votes once placed can not be changed!
3. Each use of the veto power represents an inactive government and advances the election tracker by one.
