If we have no horses either I think we should purge the mapmaker for giving us such a god-awful start without resources! Oh wait, that's Norvin and he's my only official friend here at CFC... Well, the concept of friendship in the Orwellian State must be very limited and surely those you can trust least are your friends. Or I'll just go and look for new ones.
Anyway, if we're without horses as well, maybe archery is best. IW will take a lot of time and surely we'll end up without iron as well. At least the bowman with its extra +50% against melee would be an excellent (resourceless) unit for defence when (not if) Ragnar come knocking.
Just to clarify the map situation - I generated a map and then just converted some land tiles to water (to require caravels for contact) and some water to land (allowing the 2 isolated civs plenty of land to grow into). Other than that I have no clue what the map looks like. To be honest I forgot about Sengir's request until he mentioned it!
As for the game I'd probably go archery for bowmen as they won't rely on any resource which will allow us to tech something other than IW.
Not only is the plains hill spot on a hill, it has river covering two sides, and coast on a third. Very defensible, and still can claim all three resources. It would make a great forward base for liberating the poor fools living under Ragnar's regime. I approve of the hill-site.
Archery is good. We're not advanced enough to know that it's a "dead-end."

IPEX-731BA5DDO6 Settles into the Chair for the Ministry of Truth. Rights shall be wronged, Goldstein shall be Opposed, Big Brother shall be loved.
Looking at the city, 45 Hammers whip, 2 pop needed giving 90 hammers, growth in 5, Warrior put to head of Queue in 6 turns, Animal Husbandry in 6. Seems the best fit, 1 extra of Regrowth.
Move the Warrior from scouting in the South, to Garrison the Ideal location, and to Explore.
Premise: If no Horses, or no Bronze found, I'll immediately go for our Unique Unit the Bowman, Much quicker then Iron working, and can 'hold the fort' till Iron working is in.
Chop on Hill/mine to go into Settler definitely, 149- {30 + 18 existing + 90 Max whip} gives 11 shortage, with 9 hammers going into settler=2 Turns to build for No whip overflow.
T+1=>T+4 Chop goes into settler, warrior from south moves north to scout, warrior in north moves 1 north to get bumped up by mistake.
Worker now builds mine on vacant hill top, 6 turns with +1 Commerce bonus from river. Washington founds New York, and we're bumped further north for Exploration purposes.

Thinking we should up Espionage on Ragnar, and I find that 2 of the AI's have put +3 on us, as opposed to our +1 Hmm Sitting Bull (Espionage Crazy) and Wang Kon (Just plain Crazy) look to be our Future Enemies. Although Ragnar is the Worst enemy of All 3, go Figure, and we have -2 First impression from Ragnar, and -1 from the others.
Animal Husbandry is now in, and do we have Horse.

Warrior No 1 defeats the Agent of Goldstein, moves to take up position fog busting South and immediately runs into a 2nd Agent of Goldstein, sitting upon the fog busting site. Newly produced warrior moves to Fog busting position North.
Akkad if founded, dropping Archery research by 1 turn to 5, but increasing costs.

Ragnar is worst Enemy of 3 of the AI's, we should look out for an opportunistic grabbing of 2 of his existing cities, keep both, as they fit nicely into the blocking strategy, resource wise they are excellent.

We need OB as well, though only one of the trading partners needs to have writing for that, so if the AI has it, we're golden. Still, don't count on them getting it soon.
City sites: I think going for the site near Wang is way to expensive, and it's pretty crappy as well, despite the resources. Ragnar should go past us though, IIRC AI's won't go past a seal, even without the culture pops (not 100% sure in this case, as it a 1-city block).
Not sure where to settle next, fish site SW of cap looks halfway decent, but not a lot of production; cities to the N-NE can be settled to chop out an army I suppose. Need IW for that though (and maybe pults as well).

Are we talking about settling a different location than the already noted "ideal?" If it has Horses, too, that would aid production. Though the hill site should still be good, especially since it can seal off our land with a Border pop.
Well I'm back if you want me to take the game, as Norvin hasn't posted a got it yet. I will be out of comission next week getting rascally drunk at my cousins wedding in Miltown Malbay (if you haven't heard of it google Willy Clancy Summer School and weep at the missed opportunity). If I take it I will post my thoughts tomorrow.

I'm looking at settling sites, and I'm thinking that the site 1SW of the Silk by Akkad, while craptacular, would be good strategically for splittiting Eurasia from Eastasia.
I agree with IPEX tech path, except if no AI has writing, then I'd reverse IW against it. Doubleplusgood brother.
Also subjecting Ragnar to some time in Room 101 (have we found his worst fear yet?) would show him the error of his ways.
