Rice Pudding should steal the capital's Plains Farm for the next two turns.
There's a choice of how capital to complete the mids, either work on the 2F2H tiles for 2 turns (1 less turn on a village) or on 3H tile for 1 turn, which means 1 turn slower to size 16.
I'm inclined to switch into Representation/Organized Religion/Slavery as soon as the Mids are built. Our GP farms can work improved tiles, for the most part, which are of course boosted by the GA. We can then run Specialists again later, when we are in the second or third GAs.
We'd start our second GA soon after the Universities are in, to speed up Oxford and afterwards run specialists.
We have three Great Merchant farms. Only Case Départ will definitely produce another type (GS/GE/GA). Should we stop running GMerchants in Constantinople? Consider that Bacon Sandwich will produce a GMerchant and Dye Hard can as well. We would then have three GMerchants in total. If we plan to start two more GAs with Great People, we already have 1 more GMerchant than is strictly necessary (= Sushi/trade mission).
The major disadvantage of switching to Repre now is the happiness issue, this issue becomes more severe while we continue on the war. The WW is going to hit on our largest cities once we capture Lalibela. You might notice the position of a warrior between capital and Sheepish because I'm not sure which cities is going to need it, maybe both need an extra warrior.Edit: Quite silly reason.
OTOH, switch to repre in the last turn does not have this issue since we are going to whip immediately.
We could reconsider this issue 2 turns later.
Edit: We should decided immediately since I have to rearrange the workers to chop the forests. That says, even if we want to switch to slavery earlier, it won't be 2 turns later, but at least 3~4 turns from now. The determinative factor is when our cash is enough to push to MT.
Edit2: Currently we could complete Nat in 6 turns and Gumpower in 4 turn, with OU, we should be able to reach MT in 10~12 turns if running 2nd GA. We can expect -150 gpt at 100% slider, so our cash are enough to finish MT now. I agree with the earlier slavery switch.
Also, mass HA upgrade to Cuirassier.

Edit: If we want the consider the tiny possibility of GE in capital, we could hire scientists in Constantinople instead.
