AFAIK, beginning next SG M-B have announced his intention to open it for Conquest. Do all on the team play Conquest? I prefer playing it, since it has addressed the RCP issue. Washington has pop 9 so it has extra defence... I'd say we would need at least 7 to 8 horses to take it safely. I would hate to leave there wounded spears just to attack them again next turn after they heal.
