"then ban it" doesn't mean you said ban it, it means your logic suggests that course of action
No, it doesn't. Just because a substance is harmful doesn't necessitate that it be banned completely. Often that does more harm than good. If it's tightly regulated people who are going to utilize it are at least going to do so in a legal, safer environment where they can get the treatment they need.
It also removes the "taboo" appeal for an illegal substance, as well as (some of) the reluctance to seek help when use slips into abuse.
