When it's my turn to propose a resolution at the world congress, am I forced to propose a resolution? If not, how do I forgo proposing one?

I don't think you can forgo your turn - just propose something low-impact.


Can I queue production in cities? If not are there any plans to implement one similar to Civ 4?

Yeah, there's a show queue-button in the city interface.
 
Do you know how far ships stray away from their encampments?

I've only encountered galleys in my games, so not across the seas at least. They can appear unexpectedly to plunder trade routes so having a trireme or two to guard coastal trade isn't a bad idea.


Also, are pagodas still the best religion enhancement?

It depends a bit, the extra art slot from cathedral is possibly more useful when playing tall and missing the art slots from Uffizi, Louvre or Sistine Chapel.
 
Another question: If a civ has three delegates (two for themselves on one from a cs ally) can I buy all three? Or can I only trade for the ones the civ has for themselves (2 delegates)?

I bought delegates earlier and got the "core delegation" - the ones the civ has by default, other modifiers excluded.

The cost varies on what is being decided on, naturally. Getting an AI player to vote against their own interests is going to be very expensive and I don't think you can get them to vote you as world leader at all.

I have a question about this. How do you even TRY to get people to vote for you for HOST or WORLD LEADER? At least, the vote for host suddenly pops when a certain situation is fullfilled (X civs reached tech Y) and I don't get to ask people to vote for me beforehand. What am I doing wrong? Same for World Leader or... ?
 
When I capture a city and decide to raze it, and while razing, I get a social policy, does that city being razed affect my future policy cost?

It doesn't, as long as 1) you didn't start razing it after you puppeted/annexed it and 2) you don't stop the razing process at any time. Either/both will permanently result in the bump to SP costs.

Vote for Host can't be manipulated since it's so sudden. Maybe if you already have a diplomat in another capital when the vote opens, but I haven't tried that.
Update: This can't be done. "Trades cannot be made when the World Congress is in session."

World leader vote, on the other hand, is known in advance so you can try and buy votes for you or another civ.

I'm pretty sure I tried yesterday and I couldn't, the World Leader vote isn't in the trade list with a diplomat. Maybe I remember wrong, but I remember giving up and sending my diplomats to my weakest City State allies to at least protect those.

It is, but the AI won't trade them. Not once has an AI agreed to sell their delegates to me on a leader vote.
 
What about AI's that you liberated? In my current game i liberated China and Vienna, will their delegates vote for me?

I can't speak on World Leader votes, but in one game I had, Alexander liberated Maria Theresa after she'd been completely wiped off the map, and from then on, she voted for him every time the World Congress held a host vote.
 
This might be a stupid question, but is it possible to play with civs from G&K in BNW?

Yes, as long as you have G&K too. The only G&K Civ that's included in BNW itself is Ethiopia (as it is a part of Scramble for Africa).
