Slight Bug: Wrong city owner reported by spies

I can't find anywhere else to post this. My agent reports Poland is about to attack the Moroccan city of Meknes. However, it is owned by Japan and has been conquered for quite some time. If I click on the Espionage Report button it brings up the leader of Morocco, not Japan.
