Alright, a dependant people are a people who need you to look out for them, people who do not think for themselves so much, who are less demanding of you to have a representative government. They, as people who think for themselves, can handle having an economy that you do not plan and control and may in the long run do better than a people who are dependant on centralized planning. A controlled economy is a centrally planned one, controlled by the government for the people. This was not a recent development IRL, controlled economies have been historically common. A less dependant people will want a less controlled economy, a more dependant people will crack under the pressure of an uncontrolled economy.
I don't like rivers.
