What free division? I was just saying everyone only had one territory and therefore can only build one division or fleet this turn...

@LH. You only have one division. You can't move it from Benelux and then to Spain.

Divisions can cross ocean provinces but can't defend themselves against fleets. Fleets are pretty much for defending an invasion fleet or defending coasts.
