Accuser/Emancipator and Adjudicator/Liberator come in mind. Star Destroyers in Rebel hands is more of a NR era thing, though. Probably took over some shipyards and started building their own.

Yes, they didn't have them for a while, they took a few but nothing of consequence. They are still using Mon Cal ships in the Zahn Trilogy.

They use Mon Cal style designs much later than that too. Apparently they are good enough to keep and not bother retooling the Mon Cal yards to start building Star Destroyers on them. Still, NR and GA both had star destroyers too. Both Imperial style and their own design, depending a little who's writing which story, I guess.

For the love of Christ, no Zann consortium. It was a bad idea on the part of Pandemic. I'd recommend NOT having multiple criminal factions, but one big "Fringe" civ that lumps together Black Sun, Hutts, etc. along with appropriate civics to enable truly making it the scattered criminal group.

Change Marka Ragnos to Naga Sadow. Sadow almost crushed the Republic, and there is little hard evidence regarding Ragnos' reign.

Black Sun, and the Hutts cooperate They would be small civs anyway only a few planets.
