Steam service component (solved)

"In order to run steam properly on this version of windows, the Steam service component must be installed. This requires administrator privileges."

I've had Steam installed for ages... and it keeps locking up when it tries this mysterious 'service component.'

'Steam client bootstrapper is not responding.'

Any ideas?

Solution
1. click, start, right-click on steam, click 'run as admin'
2. go to library, play, wait
3. wait
4. watch cinematic
5. go to bed

Every time I start the game it goes to black screen but I can still hear the sound. Also when I tab out I can see the game then but when click it it goes black. Anyone know what is going on.
