The recently encountered government calling itself "Free Utah" is of note to INVICTUS planning by virtue of being the first large-scale analogue to INVICTUS itself - namely, an organized state with a defined agenda, rather than an unorganized group interested only in material gain or self-preservation (eg: raiders). Overall structure and size approximates that of INVICTUS, although the internal government makeup is rather different. Free Utah's operation appears to be handled exclusively by the military arm of government with no corresponding civilian arm as seen in INVICTUS. Free Utah is, for all intents and purposes, a military dictatorship. This is reflected in their poorly concealed hostility in relations thusfar with INVICTUS, as well as the degree of paranoia expressed towards our actions. Their military strength thusfar is unknown but is believed to approximate INVICTUS' to a rough degree, although their technology level is far inferior. Economic and Industrial base does seem higher, however.
At this juncture it is the Intelligence Analysis Bureau's belief that conflict with this government would be detrimental as other threats (raiders) and opportunities (mutants) exist and INVICTUS has yet to fully prepare itself for hostile action against true organized states. Diplomacy is advised if possible, with expansion in other areas deemed the best course of action for now.
In a more positive light, the discovery of another civilized area would tend to indicate most of the remainder of the country is in a similar state of organization and that recovery is possible.

Civic duty
All Citizens, at the age of 18 join the military or the civil service.
Service is for two years. After which you will serve an additional 6 months in times of Shortage if under the age of 30.
A small nucleus of permanent, professional staff are to stay in place, as officers or Instructers.
The Armed forces are to be led in peace time by a Chief of the Armed forces who reports to the Council. In war time a Commander is elected by the people chosen by a list of candidates provided by the Council.
Those unable to do service pay an incresead tax.
Analysing problem, lack of unique qualities indicates that money can be easily laundered. Answer, the lack of any real production centres means that with an intricate design fakes can be easily spotted. To add more security a prime number will be added to the Note with an individual Serial number. This Prime number when multplied with another Prime number (refrenced with its serial number in the Mint) gives a unique number (see: properties of Prime numbers). This effectivly makes it impossible to forge notes.

This is a dangerous world we live in today.Why,some of you ask?It because the governments in the past have been ineffective and slow to respond to a threat.It is one of the main reason what has caused the Nuclear War that ravaged Earth(OOC:Or did that Skynet cause it?whatever this is propaganda ).A week ago a Congress session has been held to vote on a great important matter.The lack of direct communication and command with a portion of our army has caused the 'Brotherhood Incident' which nearly escalated into total war!Fortuantely it was just barely prevented,but that is not the only thing we have to blame,discipline and obedience has weakened in our Great Army.While we struggle in this corrupted,burecratic systems others advance.We cannot allow this to continue!Therefore the Congress voted to reform our Government!To something much better and I even dare to say holy !By a great majority,a 81% one might I add it was voted that the NCR shall be transformed into the IMPERIUM OF CALIFORNIA!A Senate was formed to better deal with Administration of Laws in the Imperium.The position of the president shall be replaced by the 'Holy' Emperor who without the restraints of a corrupted,ineffective system shall in his infinite wisdom make the Imperium prosperous and powerful!All praise the Emperor!
