Still puzzled about slow gameplay

I used the search but I still couldn't find a solution.

In march I posted in some treads which handled slow gameplay.
I concluded mine procesor wasn't up to it (Duron 800@1000)

Ok, it's almost september and I bought a pentium IV 1.6A which runs at 2.5 MHz. I didn't play the last months because I was finishing mine Bachelor-exams.
Still the same problem.
Playing at Deity, big world, 600AD the game turns really slow when hitting [enter] for the next turn.
The battles, new buildings/unrest etc. go fairly quickly but the 'waiting.. ''part last several minuts.

I use Windows XP
1.29 patch
all the latest thinkable drivers
512 mb of DDR3200 Ram
and still.....................

edit: i don't have a nvidiacard on this system, it's a matrox 450eTV

What's going on?
What's the part/thing I overlooked

A couple of points

1.check you game preferences - make sure wait at end of turn is off / autosave is off etc (I think they are the option names - I'm not at a civ3 pc at the moment.

2.make sure you have no background programs running (obvious but some people do forget)

Huge maps are always slow - many many people have complained about that - how does your machine perform on tiny or standard size maps? If it is ok then it is the game and nothing to do with the machine (for ref 1 use a PIII 1Ghz 256Mb ram and on a standard map it is fine - in late game turns take 20-30 sec)
