I don't know. The rules are not clear to me when it comes to spending eco points. If you have 1, I guess I have 3. :confused:
 
If I understand correctly, the rule is that, if you spend more than one point in a turn, you lose an economy level per point above one that you spent. Economy levels, then, are a sort of strategic reserve.

For instance, if Birdjaguar spent 3 points next turn instead of 1, his economy would drop to "failing" (2 levels below his current level, "growing").

At least, that's how I interpreted it.
 
Well, I pretty much posted in relative obscurity, and I restricted myself to OT, world history, the colosseum in general. I made a contribution to civ3 creation and customization once. Then I left after a month or two, never even reached 500 posts. But yeah, it's not that important.

Can I spend 1 of my three points on infrastructure and increase my army 300 and not incur an economic penalty?

No.

You can spend one economic point every turn without penalty. If you want to spend more, even 1 more, it costs an economic level.
